In short: HMRC's points-based system for late VAT submissions, with a fine once a threshold is reached.
Each late VAT return earns a point. Once the threshold for your filing frequency is reached, a fixed penalty applies and applies again for each subsequent late return.
Points expire after a period of compliance. Late payment is penalised separately, on a scale that increases the longer the tax is outstanding, alongside interest.
Points make small, repeated slippage expensive, which rewards firms that track VAT internally rather than at the deadline.
